Tax status

The East Allen County Project is not a 501(c)(3) organization. This site has no employer identification number and no IRS determination letter. A gift to this project is not tax-deductible.

Two other organizations use the words “East Allen” and are not this project. Their money is not this ledger.

  • East Allen County Schools Educational Foundation, New Haven. EIN 37-1487238. A 501(c)(3) that supports the school corporation. Formed in 2004.
  • East Allen Family Resource Center Inc., New Haven. EIN 31-0975312. A 501(c)(3) human-services charity. It is not this project.

This project has no articles of incorporation on file here, and it is not a county office. Until an entity exists and the IRS recognizes it, this page will not describe a gift as deductible.

Money in

Gifts, dues, grants, and anything else received. An entry needs a date, a source, an amount, and a purpose.

DateFromKindAmountPurpose
None recorded.

Money out

Payments for printing, counsel, filing fees, or anything else. The same four facts, plus who was paid.

DateToKindAmountPurpose
None recorded.

Donors and grants

No person, foundation, campaign committee, or government has been recorded as a donor. No grant has been received, and this project has awarded none. A donor who asks to be unnamed will still be entered as an amount and a date. The name is omitted only at that donor’s request, and the omission is itself noted.

Plan of action

  1. Keep the public file current: the map, the research, the documents, and this ledger.
  2. Circulate the petition as a draft. It is not a filing, and it is not the transfer petition under Indiana Code 36-2-1-2.
  3. Ask the General Assembly to propose an amendment of Article 15, Section 7, and to pass it under Article 16. The draft asks for a floor of 275 square miles because that is what the measured remainder can meet.
  4. If the amendment is ratified, ask for a bill that names East Allen County, uses the twelve-township line, divides property and debt, and changes the 400-square-mile sentence in the statute.
  5. If that bill requires a local vote, the voters are the residents of the twelve townships. This site does not hold that election.
  6. Before any gift is solicited as tax-deductible: form an Indiana entity, obtain an IRS determination if a charity is the vehicle, open an account in that entity’s name, and enter every receipt and every payment on this page. Until then, do not call a gift deductible, and do not use the school foundation’s accounts or its name.
